Francisco specialises in Public Law, Environmental Law and Administrative Dispute Resolution. He provides constant advice to national and foreign clients in matters of public procurement, during public or private tendering processes and the execution of contracts with different bodies of the State Administration.

He represents clients in actions challenging public contracts before the Public Procurement Court, complaints and requests for rulings on legality before the Office of the Comptroller General of the Republic and/or ordinary and special actions before the Civil Courts, Court of Appeals and Supreme Court.
